A growth-oriented organization is seeking a Director of Business Development to lead expansion within the U.S. Department of Homeland Security (DHS). This role combines pipeline development, customer engagement, and capture leadership, with responsibility for identifying, shaping, and winning opportunities across cybersecurity, digital transformation, and mission IT services.

A growth-oriented organization is seeking a Director of Business Development to lead expansion within the U.S. Department of Homeland Security (DHS). This role combines pipeline development, customer engagement, and capture leadership, with responsibility for identifying, shaping, and winning opportunities across cybersecurity, digital transformation, and mission IT services.
Key Responsibilities
- Lead DHS growth strategy, including account planning and opportunity qualification.
- Identify and capture new business across IDIQs, BPAs, and standalone procurements.
- Develop win strategies, pricing inputs, and bid/no-bid decisions.
- Build relationships with DHS stakeholders, contracting officers, and industry partners.
- Expand existing programs through recompetes and task order growth.
- Support proposal development, including technical input and executive summaries.
- Represent the organization at industry events and contribute to marketing materials.
- 10+ years of federal business development/capture experience.
- Proven success winning $10M+ federal contracts.
- Experience with DHS or similar civilian agencies.
- Strong understanding of federal acquisition (IDIQs, GWACs, task orders).
- Established customer and partner network.
- Excellent communication and leadership skills.
- Bachelor’s degree (or equivalent experience); ability to obtain a Secret clearance.
- Microsoft Office, CRM tools, and SharePoint.
- Familiarity with GovWin, SAM.gov, and related platforms.
